Leg warmers were totally 70s, they were worn by teenage girls, but went out of style by the late 1980s. They were originally used as dance-wear by ballet and other classic dancers in order to keep the leg muscles warm and to prevent cramping or other muscle injuries.  Leg warmers returned in the early twenty-first century, being inspired by Japanese cartoons, so popular in the West.
